Witness being interviewed by Fox says man arrested confessed, but had no weapon on him. Shot seems to have come from a long rifle some yards away--possibly a suppressed weapon by the sound of the sonic crack of the bullet.

Even if in mostly original military trim with a scope added, it could be 7x57 Spanish, 8x57 German/Polish/Czech/etc., 7.65x53 Argentine, 6.5x55 Swedish, etc., etc., etc.
Personally, I own one Czech in 8mm, two Spanish 1916 in 7.62 NATO, and one Spanish FR-8 in 7.62 NATO.

Yeah--you're correct, it could be fucking anything... even a Mauser style rifle, which is an 03-A3 Springfield.
And your correct, 200 yards is nothing. With a little practice you can hit a group of 5 inches or less at 200 yards. But I bet this guy did have some practice--and help. It seems managed well ahead of time due to the engraving on the ammo casings. Laser etching? Laser etching loaded ammo? Would this be safe? If not--it was hand loaded stuff, probably using match grade boat-tail rounds.
And I've got an FR8 as well--but don't shoot full power loads out of that thing. On top of this I have a Mexican Military Mauser made in Berlin in 1928--coverted to .308 and a Polish job in 30-06. Yeah--there's shit loads of variations on this thing.
