You may be right. The timelines/ages match. The eyes/smile/hat(s)/teeth look like a possible match. Doing the research.. Dusty was involved in Jimmy Carter's funeral procession(?).. rode up front in something??? (didn't check the news story yet), possibly friends w/or acquaintance of Carter, possibly performed for a Carter function nearby Americus Georgia, or possibly at Carter's home in Plains. They hosted all kinds of stuff there including a private tennis match between Billie Jean King & Bobby Riggs. They have (had at that time) an Olympic-size tennis court.
I'll have to do more research. The picture was taken mid '70s at the Carters' local hangout in Americus Georgia; frequented by Jimmy & Rosalynn, occasionally Miss Lillian & always Billy. Americus had a constant flow of celebrities during Carter's administration.
If it is Dusty, it would also ID him in other photos. I'd have to dig through a couple dozen flash drives to find them. lol

According to Wikipedia Dusty was the biological son of Roy & his 1st wife, Grace:
