Economic pressures and sanctions have long been a useful tool in weakening other countries if you and allies have more capital and resources. This was the case against Germany not once, but twice...and a whole slew of other countries. This practice is much older..with larger Kingdoms cutting off trade and resources with areas in an attempt at expansion later. So look who we are having trade war with now...our neighbors (not really a good thing.) And China and Russia...and many other countries (still not a good thing. )
