Assessing Russian Activities and Intentions in Recent US Elections -

This report is a declassified version of a highly classified assessment; its conclusions are identical to those in the highly classified assessment but this version does not include the full supporting information on key elements of the influence campaign.

Key Judgments

Russian efforts to influence the 2016 US presidential election represent the most recent expression of Moscow’s longstanding desire to undermine the US-led liberal democratic order, but these activities demonstrated a significant escalation in directness, level of activity, and scope of effort compared to previous operations.

We assess Russian President Vladimir [color: red]Putin ordered an influence campaign in 2016 aimed at the US presidential election. Russia’s goals were to undermine public faith in the US democratic process, denigrate Secretary Clinton, and harm her electability and potential presidency. We further assess Putin and the Russian Government developed a clear preference for President-elect Trump. vWe have high confidence in these judgments. [/color]


• We also assess Putin and the Russian Government aspired to help President-elect Trump’s election chances when possible by discrediting Secretary Clinton and publicly contrasting her unfavorably to him. All three agencies agree with this judgment. CIA and FBI have high confidence in this judgment; NSA has moderate confidence.

• Moscow’s approach evolved over the course of the campaign based on Russia’s understanding of the electoral prospects of the two main candidates. When it appeared to Moscow that Secretary Clinton was likely to win the election, the Russian influence campaign began to focus more on undermining her future presidency.

• Further information has come to light since Election Day that, when combined with Russian behavior since early November 2016, increases our confidence in our assessments of Russian motivations and goals.

Moscow’s influence campaign followed a Russian messaging strategy that blends covert intelligence operations—such as cyber activity—with overt efforts by Russian Government agencies, state-funded media, third-party intermediaries, and paid social media users or “trolls.” Russia, like its Soviet predecessor, has a history of conducting covert influence campaigns focused on US presidential elections that have used intelligence officers and agents and press placements to disparage candidates perceived as hostile to the Kremlin.

• Russia’s intelligence services conducted cyber operations against targets associated with the 2016 US presidential election, including targets associated with both major US political parties.

• We assess with high confidence that Russian military intelligence (General Staff Main Intelligence Directorate or GRU) used the Guccifer 2.0 persona and DCLeaks.com to release US victim data obtained in cyber operations publicly and in exclusives to media outlets and relayed material to WikiLeaks.

• Russian intelligence obtained and maintained access to elements of multiple US state or local electoral boards. DHS assesses that the types of systems Russian actors targeted or compromised were not involved in vote tallying.

• Russia’s state-run propaganda machine contributed to the influence campaign by serving as a platform for Kremlin messaging to Russian and international audiences.

We assess Moscow will apply lessons learned from its Putin-ordered campaign aimed at the US presidential election to future influence efforts worldwide, including against US allies and their election processes.

On March 9, 2017, the United States Senate Intelligence Committee approved the nomination of Coats as National Intelligence Director with a 13–2 vote. The Senate confirmed his nomination with a 85–12 vote on March 15, 2017, and he was sworn into office on March 16

Just before ouster, Rex Tillerson diverged from White House by saying poison used on an ex-spy in the UK 'came from Russia'

Rex Tillerson says Russia is connected to the poisoning of an ex-spy living in Britain.

President Trump said Tuesday that Mike Pompeo would replace Tillerson as secretary of State.

Tillerson's willingness to name Russia in the incident aligns with Britain's assessment, but breaks with the White House, which has declined to name Russia in particular.

So Tillerson was fired after supporting Britain's findings that Russia killed in the U.K. with a new signature Russian military nerve agent.

Russia has been getting bolder in attacking US troops in Syria, helping Syrian chemical weapon attacks, and poisoning people in NATO ally countries.

Yet the White House has so far refused to condemn Russia or take any actions.

Russia even had a hand reportedly in nixing Romney for Secretary of State originally and choosing Tillerson because Tillerson was friends with Putin (although he ended up getting Russia angry by telling the truth about what they are doing.)

Britain Expels 23 Russian Diplomats Over Ex-Spy’s Poisoning

“This represents an unlawful use of force by the Russian state against the United Kingdom,” Mrs. May said in an address to the House of Commons. “It must therefore be met with a full and robust response.”

She said she had agreed with Britain’s National Security Council to suspend all high-level contacts between her country and Russia, and to expel 23 Russian diplomats, who were given one week to leave. She described it as the biggest expulsion in more than 30 years.

The prime minister also said the government had agreed on new powers to crack down on the activities of foreign intelligence agents in Britain, that there was no place for “serious criminals and corrupt elites” in the country, and that an invitation for Foreign Minister Sergei V. Lavrov of Russia to visit had been withdrawn.

She added that no British ministers or royals would attend the World Cup in Russia this summer, that Britain would “increase checks on private flights, customs and freight,” and that it would “freeze Russian state assets wherever we have the evidence that they may be used to threaten the life or property of U.K. nations or residents.”

“They have treated the use of a military-grade nerve agent in Europe with sarcasm, contempt and defiance,” Mrs. May said of Russia. “Their response has demonstrated complete disdain for the gravity of these events. They have provided no credible explanation.”

Experts have described a number of tougher measures Britain could also take, like investigating and seizing the ill-gotten wealth of Russians who have invested and settled in the country, changing laws that made it possible to hide the true ownership of assets, and calling on the international community to tighten economic restrictions on Russia. Britain’s broadcast regulator has hinted that it could revoke the license of RT, the Kremlin-controlled English-language news channel.

So, why has the GOP of the House Committee (the Nunes contingent) been covering up for Russia's involvement and goals instead of investigating them?

There is evidence that the RNC and some GOP (especially fundraisers) are affected by financial leverage and money-laundering and foreign payments involving Russia (see earlier in this thread).

Some key players may be themselves even involved in collusion.

From the Democratic status report:

As the indictments and guilty pleas allege, Mr. Manafort and Mr. Gates funneled “millions of dollars in payments into foreign nominee companies and bank accounts, opened by them and their accomplices in nominee names and in various foreign countries, including Cyprus, Saint Vincent & the Grenadines, and the Seychelles. Manafort and Gates hid the existence of the foreign companies and bank accounts, falsely and repeatedly reporting to their tax preparers and to the United States that they had no foreign bank accounts.”

Mr. Manafort also continued to communicate during his tenure on President Trump’s campaign with a former Russian associate, who the Special Counsel described in court as “a long-time Russian colleague…who is currently based in Russia and assessed to have ties to a Russian intelligence service.” The Committee’s investigation must seek to determine whether Mr. Manafort and Mr. Gates’s money-laundering activities, tied to pro-Russian interests, constituted a point of leverage that Russia sought to benefit from or exploit to gain access to the Trump campaign, particularly given that Mr. Manafort reportedly offered private briefings about the Trump campaign to these contacts.

There is NEW info just released yesterday AFTER THE REPORT WAS ISSUED! The Washington Post reported that Trump’s friend and adviser Roger Stone had advance knowledge that Julian Assange had obtained stolen emails from John Podesta. Sam Nunberg, and another source said that Stone knew about the email hack before it was publicly disclosed. Stone had repeatedly bragged on Twitter about knowing about upcoming Wikileaks on Podesta and Clinton.

This is most likely about efforts by the Trump Organization to secure financing for the
Trump Tower Moscow project that Trump's personal lawyer, Michael Cohen, was involved with.

Felix Sater, a Russian-born former Trump business associate who worked as an intermediary on the Trump Tower project, said he lined up financing from
VTB Bank, which is partially owned by the Kremlin and is under US sanctions, according to a report in The New York Times.

“I will get all of Putins team to buy in on this, I will manage this process.”

Now that Paul Manafort's lawyers claim that Mueller's charges agains him have nothing to do with Russia and Trump,
let's review exactly WHY Manafort's charges have EVERYTHING to do with Russia and Trump, from the Democratic House Intel Status Report:

So today the Trump admin did A FEW of the things that Congress overwhelmingly passed in August 2017 and which Trump himself signed into law at that time (but never did a thing about).

He still hasn't even done a lot of what he was legally obligated to but ignored for 6 months.

But it's a start, after he was hounded for doing absolutely nothing.
